Permits and inspections in Pinellas County
Pinellas County's Building and Development Review Services permits unincorporated Pinellas, including Palm Harbor, East Lake and Lealman, plus partner cities such as Oldsmar and Safety Harbor. St. Petersburg, Clearwater, Largo, Dunedin, Tarpon Springs and Pinellas Park run their own building departments. A county shingle, tile or flat re-roof is an express permit issued the same day; a metal roof needs signed and sealed engineering first. On a job over $2,500, the recorded Notice of Commencement has to reach the county before any inspection can be scheduled. The in-progress inspection is mandatory, then the final, and either can be in person or by photos; metal and tile add a dry-in inspection. The contractor's affidavit is dated on site once the dry-in is checked, and a shingle wrapper is left for the inspector to check the nailing pattern. State-certified roofers no longer register with the county's licensing board; since June 2024 the state license links straight to the county permit account.
All of Pinellas is in the wind-borne debris region. A re-roof on a home insured at $300,000 or more also strengthens the roof-to-wall connections, capped at 15 percent of the re-roof cost. We pull the permit and handle every inspection.
